COLONIAL OAK ESTATES, Monterey County — October 2026. A small Prunedale-area neighborhood has its own line in the county’s budget tables: County Service Area 37, Colonial Oak Estates. Monterey County’s fiscal 2026–27 recommended budget lists $12,789 in expenditures for this district, compared with $11,905 in the 2025–26 adopted budget. The difference is $884, and it describes a proposed spending authority, not a newly completed storm-drain construction project.

What does the special district do?

The county’s historical municipal-services review says CSA 37 was established in 1965 to support storm-drainage maintenance for the Colonial Oaks Estates subdivision off Tustin Road. The historical study refers to 44 residential lots, while a more recent LAFCO financial summary lists 45 assessed parcels. Those descriptions are not interchangeable: parcels and original residential lots can be counted differently, and homeowners should verify the current district boundary on the official map.

What does the budget figure mean?

The $12,789 appears in the county’s recommended budget analysis under fund 1420. It is not a statement that exactly that amount has already been paid, nor does it indicate a property-tax increase for every household. A separate annual assessment process establishes parcel-specific charges. The county’s July 7, 2026 RES 26-097 lists CSA 37 among districts authorized for annual assessment entries, but an assessment-roll action alone does not certify that a particular drainage repair was performed.

October 30 records check: historical spending exceeded historical revenue in the LAFCO table

The 2025 LAFCO municipal-service review reports 45 parcels for CSA 37 and lists an average of approximately $1,093 in annual revenue against $2,326 in annual expenditures for 2019–2023. Its estimated fiscal 2024 ending balance was $13,552. The accompanying financial-health grade was fair (F), with a caution about possible unfunded deferred maintenance. Another narrative note on the exhibit says annual revenue currently exceeds annual spending, which may refer to a different year than the five-year averages; the document does not clearly reconcile that assertion with the averages in the same row. Residents should request the adopted 2026–27 fund schedule and up-to-date actual expenditures before using either figure to claim that the district is financially sound or insolvent.

2025 LAFCO data reviewed and clarified October 30, 2026; this is an update to the existing CSA 37 story, not a separate budget event.

How can residents find out about actual work?

Ask Monterey County Public Works, Facilities and Parks for its CSA 37 maintenance log, culvert inspection dates, work orders and any updated assessment exhibit. Distinguishing planned spending from contracted maintenance is especially important for small neighborhoods where even one repair can affect the district’s reserves.

Editorial note: Financial figures are budgeted or recommended, not actual expenses; no particular capital project or rate increase is claimed to be approved by these figures alone.
